Outrage sells papers, and governments are terrified of any sort of public anger that might be directed at them - so they make themselves appear to be doing something by fining Metro. The companies behind Metro are certainly capable of running a metropolitan rail service to a high standard - a major shareholder is MTR, who operate the incredibly well-designed and efficient Hong Kong metro.
